Technology is a tool and it has a purpose.
Technology is not neutral. Think gas chamber.
An extremely efficient tool for mass killing of people. It is convenient, it is cheap, it can handle a large amount of people, it leaves some very easily manageable corpses with no blood and stains to clean up. It is great for its purpose.
The question is who and what do you use it for? Genocide, execution of violent criminals, euthanasia or animal slaughterhouse?
The purpose of a gun is to shoot high-speed projectiles to inflict destruction to a living organism or inanimate object. A gun is a tool to kill. An extremely efficient tool for its purpose. “Guns don’t kill, people do, it’s the people who pull the trigger.” The statement is true, but it has no weight.
The purpose of AI is to replace humans. The question is where and how much?
Not only that technology is not neutral. Technology does not exist in vacuum.
It does not born out of, does not exist, and does not grow devoid of its environment.
And environment is not neutral.
Environment, by exerting selections and survival pressures on whoever and whatever that live in it, disincentive and incentive certain acts, promote and amplify what fits in it.
A non-neutral technology propels by its non-neutral environment creates disasters — technological disasters.
